We, the undersigned, call upon Congress to revisit and pass the Traveling Exotic Animal and Public Safety Protection Act (TEAPSPA) to protect wild and exotic animals from the cruelty and exploitation inherent in circuses and traveling acts.

Why TEAPSPA Matters

Traveling circuses are detrimental to animal welfare. The adverse effects of captivity and transport severely impact these animals. Confinement, lack of free exercise, and restricted natural behaviors cause significant health, behavioral, and psychological problems. Undercover investigations have repeatedly shown that the welfare of animals and the safety of the public are unacceptably compromised by the conditions and daily brutality of life on the road.

The Problem with Traveling Circuses

Law enforcement authorities struggle to enforce federal animal health, safety, and welfare laws due to the mobile and transitory nature of traveling circuses. This mobility prevents proper monitoring of animal conditions and follow-up on previous infractions. The inability to consistently enforce regulations highlights the need for a more robust solution.

Congress's Responsibility

Congress has a duty to protect the welfare of animals and ensure public safety. Banning the use of exotic and wild animals in traveling circuses is a proportionate and responsible response. This prohibition is not only effective but also the least expensive solution to the problem.
